Dumbledore Wins Pretty Easily if you ask me, He has More Range Then Percy, not to mention the spells travel Hella Quick, If By any Means, Dumbledore With basic Knowledge could use Fiendfyre Against Perseus In Creative ways to Blockout the water since Fiendfyre Can only be put out by its user.

Now let us talk About the surrounding area, They're at a beach, Which is by the ocean, If Dumbledore Uses fiendfyre In Question it should evaporate most water thrown at him if he uses it creatively, Now That In Mind won't defeat Perseus Alone, But The OP States that They can defeat each other by any means Necessary, Well Dumbledore could Use Avada Kedavra If He was ever pushed that far as he has used that before, Or if anyone thinks that's too Iffy, then he could just Incarcerate him with incarcerous, then Use obliviate and He's practically Braindead, As dumbledore could just make him forget He has power, Or Make him forget everything!

Percky has much better stats and I think that you are heavily understimating his power to control water, not that it is his only hax. And regarding avada kedavra, can Dumbledore use it? because iirc you need the will to actually kill someone to use it and the other curses (such as crucio) effectively. In the order of the Phoenix harry wasn't able to use crucio effectively on Bellatrix due to him lacking that intent. On the other hand he was able to use Imperium in the Grimgot Wizarding Bank. So I dont remember if he can use it or not, could you try to explain how this works? anyway even if he could use avada kedavra Percy has the feats to easily avoid his spells.

Yes, Dumbledore Very much can Use Avada Kedavra It Doesn require you to kill someone beforehand and even then Dumbledore Has killed People Before. For instance, in the books, Snape feared for his life when he was a death eater When he got too close to Hogwarts and dumbledore disarmed him and brought him to his knees cause He Was afraid dumbledore would use that curse against him at the time of the Wizarding war.

Also, you have to remember Fiendfyre Which cant be Put out by Enchanted water Nor Normal water, Making it just about unextinguishable, It also grows by the second and mutates. It also Incinerates anything through mere contact and is Sentient when cast in its appearances.

Okay, So going to other spells though, dumbledore Since he has the elder wand could make fieldfare As powerful and as large as Grindelwald if not Larger Since he was Said to be The Strongest Wizard of all time at one point

Also, Avada kedavra Is almost instantaneous, And some people don't need to say it for it to be cast.

This could be a fun debate. Percy has magic resistance (not to potions tho) strong enough that he didn’t notice a sleep spell that put millions to sleep at once, he resisted the Celeadon’s spell that affected thousands at once, and a spell Carter tried just fizzled out when it touched him. He can also actively break spells if it’s too strong for his passive resistance. Setne put a fall spell on him meaning he couldn’t stand up, but Percy broke out of it to avoid an explosion. Physical spells work just fine though, like if a magical bind appeared to wrap around him, it would do that.

Percy’s faster with a little younger version being able to bullet time point blank, though he got shot in the back cause he didn’t notice the other skeletons, but he bullet timed again in the next chapter. He’s got instances of perceiving things on slow motion like when he bullet timed or fought the minotaur. He’s invulnerable with the curse and can only be killed by being pierced at his weak spot, so fiendfire isn’t going to stop him. Apparition is an advantage for Dumbledore, but Percy’s adhd should help with that. His adhd allows him to be register everything around him in a split second, and in BOTL he said he was aware of everything in a room.

And being on a beach gives him a huge advantage

I Want too say spells once cast the beams are at speeds Way faster then sound, Maybe almost equal to light.

Fiendfyre isn't supposed too stop him, It's supposed to slow him down as once it's cast it can detach from the wand itself, and Since it cant be extinguished by water or enchanted water, And it can't physically Be harmed, It leaves Percy just getting burned 24/7... That'll be tough since you say He's immortal instead of a weak spot, Which Dumbledore would know of since they have knowledge of each other decently.

Plus when Perseus is busy with that Dumbledore could use the sword of Gryffindor and pierce his weak spot.

And if you want to debate Perseus would Stop him before he could, Another scenario could be that albus Uses incarcerous while Perseus is trying to walk through or fighting the fiendfyre until he realizes it can't be extinguished and apparates to him and stabs his weak spot while downed.
